The New York State Public Service Commission (PSC) has issued an Order establishing an Energy Efficiency Portfolio Standard (EEPS) for New York State. In this Order, all New York State utilities were required to implement a residential natural gas heating, ventilation and air conditioning (HVAC) energy efficiency program.
